I agree that you need to talk to them about footing the bill. I mentioned to my friends that I don't mind making 10 gallons of beers, if they buy the ingredients I will supply the time, propane, water, etc. They get 5 gallons and I get 5 gallons. It never took off, but I have not hear about the free beer any more.
If all else fails, lock the taps up. When they bitch ask for cash...

Your first mistake was offering to clean THEIR gutters in exchange for kegs. You buy the kegs and make the beer.... THEY clean YOUR gutters.
