Anytime the bubbles stick to the glass like you showed indicates that the glass is not clean. Check into what Ray Daniels talks about in terms of how you know a glass is clean or not.

Could it be the Jet Dry in my dishwasher??

I think that is part of my head retention problem.

Really, this glass was washed in the dishwasher and then I rinsed it out in the sink to boot

I want input on this!! Every little think helps - I even bought some plastic cups like tasty to serve my brew in because I was paranoid about what my dishwasher was doing to them

I personally don't mind the dishwasher, or the jet dry. Supposedly you will suffer head retention problems with jet dry, but I haven't noticed it at all. I get nice laceing on my homebrews. Ideally, they should be hand washed, well rinsed, and towel dried. Who's got time for that shit? I much prefer a clean glass out of the dishwasher than one that was air dried with water spots.

From the realbeer link above:
Let the glasses air dry in a dish rack. If water droplets cling to the glass or if spots show while drying, then the glass is not clean. Wash them again. It's worth the trouble.
