Yes. IMHO, it's best to dry hop before force carbonating and at room temp. I like to remove the hops around the 3rd, or 4th day. Any longer, I seem to get a grassy flavor I don't like.
Adding dry hops to an already carbonated and cold beer may give you an unpleasant taste. I have done this in the past and was very disappointed in the results.
I'm sure others may disagree, but that's been my experience.

This is my third homebrew that was brewed the day after Xmas and I dry hopped it 8 days ago and hooked it to the CO2 yesterday. It's SG was 1.044 and it finished at 1.009.

Except for the low carbonation, it tastes awesome already. I'm improving my processes as it is much clearer than my first two batches as well.

This stuff is exactly what I had in mind when I want to start to homebrew!
