Even if the water is not Ca+Mg hard it may have ions in there that you don't want (like Fe). Since this is all extract the extract will already have all the minerals you need. Buy some water for one batch and then you will know if it is the cause of the problem or not.
If you are scrubbing the inside of your kettle to a gleaming shine with a green scrubby or something, you might want to stop doing that. The gray patina that forms protects your wort from the bare metal.
