Look's like Schlafly was celebrating Roosevelt's request and Sully is celebrating when enough states signed off to complete final ratification.

Those that don't want to bother selling direct can still use distibutors if they wish, especially as they go further from the brewery, but they would not be forced to so as the current system does. Instead of tied houses there appears to be tied distributors, and aren't they essentially the same thing with an added middleman?
