can I bottle this?

So, I brewed an IPA on 3-22. The OG was 1.054. I checked the gravity on 3-28 and it was 1.022. I checked it again today, it was 1.020. a slight drop.Will I be OK to bottle this or should I wait? My work schedule is forcing me to leave, and I'll be gone for 3 weeks, leaving on saturday. How much will the gravity change over a period of a day or a few days? There is still a layer of thin foam, no active bubbling. The airlock makes no noise at all. I do not have a target FG.
Starting with an OG of 1.054 and ending with 1.020, does this mean I had poor efficiency and low alcohol content?
Thanks for any input you got.

IMO, it's not ready, but I think 5.5-6 weeks is probably pushing the upper bounds of staying on the primary trub.

I'd rack it to a fresh carboy, and add a (rehydrated) packet of US-05 to it so that there is PLENTY of yeast, then forget about it until I got home.

i'd carefully, without adding o2, stir it up and leave until you get back. whats it gonna hurt, it will only get better in that short time frame. without a grain bill to go by i'm assuming poor efficiency means poor yeast efficiency?

A follow up. I bottled this, waited a few days, put one in the fridge(no patience) and tried it. The result? Its excellent! cloudy, of course, but already has good carbs. This beer is going to be a keeper! No bottle bombs yet.
Not to bad for my first AG, I would say!
