Bottle conditioning

I'm bottle conditioning in my basement. It's probably 55 - 60° down there right now. I have all my bottled beer up off the floor on a work bench and covered with a few towels and such. Do you think this is too cold? Should I move the cases of beer to a warmer location for a week or two?

I'm pretty concerned about a case I have down there now. It is the holiday spice recipe from Brewing Classic Styles. It has been in the bottles now for a month with very little carbonation. This beer ended up at 8.5 % ABV.

It will condition at that temp but it'll take months I usuall condition around 70-75 degrees and two weeks is usually plenty.
