I made a pale ale and i just kegged it but it is not hoppy enough, can I open the keg and put some hops in there for dry hopping or will it just foam all over the place if i open the top.

No, it won't foam all over the place unless you have shaken it violently lately. Just pull the pressure relief tab on the top to release all the pressure first.

Now, the hops, on the other hand... may cause some fizzing. How badly just depends on how carbonated the beer is and how full to the top it is.

Next thing to consider is to make sure you use some sort of hop bag. Just adding hops to your keg spells dip-tube clogging nightmare.

it'll be fine. use some non-flavored dental flosss to tie your hop bag off so you can pull it out whenever you reach hop heaven. it won't screw up the seal around the top of your keg and you can just pull out the hop bag. it's a great little trick.
