Overcarbonation in keg

I kegged a low gravity mild about 3 weeks ago, and it's been sitting on 8 psi @ 40F most of the time. After some cold conditioning, it's perfect, at about 1.5 volumes; just enough carbonation to fill out the body. On Christmas, someone decided it needed to be more carbonated, so they went and jacked up the gas to about 20 psi. Now it's dispensing with large bubbles and is way foamy and harsh. Is there anything I can do to correct this?

Unhook it. Start venting co2 and lightly shaking with the valve closed until it gets close to being right. Then let it settle for a few hours and check again.

I had this happen before too. I didn't shake but I removed the beer from the CO2 and would purge it as often as I could. I didn't shake it cause I didn't want to get any yeast settled at the bottom stirred up into the beer. I was able to get it back down after about 2 days of purging the keg periodically. If you don't mind the yeast being suspended giving it a shake will help too.

Shut off the CO2 and vent. Vent once a day until the carbonation is about correct. Reconnect or turn on CO2 set to the pressure you need for the volumes you want. It may take a while but it will re-equilibrate eventually.
