When you're rinsing the yeast you're using cold water to help it floc & separate. Aside from temp shock, they're going to be in a suspended state of activity. Always do a starter after rinsing to help wake them up & boost cell count. I'm pretty picky when I do it, so the yeast sample I collect at the end of rinsing is very small, but very healthy. I'd rather do a starter to make my selected cells grow as opposed to just taking a larger sample where the cells aren't going to be as good or consistent.
