How hard is your water? Have you considered adding some gypsum for a hoppier balance?
I have had fairly low IBU beers come in pretty strong on the bitterness by adding more gypsum.
That was in NYC where the sulfate content a nd minerals in general are very low. I added 3 tsp to a 6 gallon batch I think.
Your numbers look good as far as F.G. and IBU levels. You could maybe get he F.G. down a couple of points to let the hops through.
You could definitely add more finishing hops for more aroma and flavor, and like the others said, use a higher alpha bittering hop.

Good idea on adding gypsum. After a recipe tweak, if I find I need more, I will play with adding gypsum. Good suggestion.

Try First Wort Hopping also. I like this, makes the flavor hops stand out a bit different.

+1 on the FWH. Did that this summer with a 100% brett brew and it came out very nice for the little amount of hops I put in (I believe they were styrian golding). You could also try mash hopping if you want to get real crazy!
