Is it still good? The package is slightly swollen. It was a suprise present and the person giving it to me didn't know to keep it cold. Is the yeast screwed?

With the weather we've had it should be ok. I'd make a starter with it just to make sure. I'd also have a plan B yeast handy.

What was the weather like over those 4 days? And what's the difference between this and folks who UPS Ground their yeast from Northern Brewer or B3?

You'll probably be ok but absolutely make a starter. And make sure your friend never does this again
