I used the WLP001 and created a 2L starter 2 days before brewing. Due to unforseen events I was unable to brew that weekend. I took the starter and put it in the chest freezer at 39 for 3 weeks now. The Flask has a stopper on top with a 1 way filter.
Ill be brewing this weekend. Do you think this starter can be revived or should I toss it and use a new vial.

Absolutely. Remove the filter, decant the starter wort, pitch in new wort and cap with foil. Then let it rip.

I haven't had any experience with this BUT...
From what I've read and heard here I think you'll be just fine if your sanitation was up to par. I'd decant the liquid that is on top of the slurry, get her back on the stir plate at the beginning of the brew day w/ a bit of fresh starter wort and she should wake up and be ready to go by the time you pitch.

Of course, if you are really worried about it. It was only one vial. You could always dry it out and put it on your popcorn.
