So after 3 years of brewing i finally got a kegging system. I went to test out the regulator today and all went fairly well. I sprayed the star san on it, turned on the gas, heard a leak, turned it off, fixed the problem, turned back on and no sound. First problem solved.

But when i left the regulator (dual gauge by the way) hooked to the gas with the gas valve all the way shutoff, the low pressure gauges started to creep up in psi. I made sure the pressure control knobs were turned all the way counter-clockwise until they felt loose, which they were. Pulled the pressure relief valves and heard gas coming out. Waited again another couple of minutes, started creeping up again. So i just unhooked the regulator in fear of losing all the CO2.

Any idea what's happening here? Is this normal or do i have a leak somewhere?

If your kegs are connected and you don't have a check valve in your regulator outlet the pressure in the kegs may cause the low pressure gauge to read keg pressure. Co2 will continue to come out of solution each time the kegs are vented.
If you don't have any leaks it doesn't sound like you have any problems.

They weren't hooked up to kegs yet. I was just testing the gas and the regulator. Unfortunately the regulator doesn't have a check valve and i'm fairly certain that it's the problem here. Might have to be replaced.

If you have a ball of pin lock connector on the end of the hose then it can be the pressure in the hose too.

You might be able to get a rebuild kit for your regulator.
