I have used the Munton's carb tabs. I liked the fact that they were smaller and you can pick your carb level depending on how many you used.

The problem I have had with them is that every once in a while I get these hard white chunks of stuff that float in the bottle. I tasted them and they were not sugar. They must be emulsifiers or what ever they used to keep it all together.

I opened one a week ago to check carbonation and I had nothing. Zilch.

Are Cooper's drops (or natural carbonation in general) ineffective in lager beers because maybe all the yeast has dropped out from the lagering process?

It helps to toss some dry yeast in before bottling lagers (you can even use bakers yeast). Especially if you have gone though a long lagering process, you wont have many viable yeast cells in solution. Lager yeast also work slower than ale yeast, see what happens in a couple of weeks.
