I've got similar problems with my hops this year. I had to move (it was to a house finally) in May and I think my hops may have gotten stressed or something. My Goldings, Centennial, Fuggle and Alsace all look similar to that; I was doing research to find out what was affecting them so, and it appeared initially to me that it was a plant virus like the hiv. I hope it is powdery mildew, because the only other thing to do if it is a virus is to start over with new plants I believe.
