A chilli spray works well on my vegetable patch and on my hop plants in Oz.
Blend up some chilli, a small amount of garlic, a dash of hand soap (to aid in spray sticking to leaves) - then water down and put in a spray bottle.
I tend to also give my hop plants a checkup and remove any offending caterpillars if found.
Surely there must also be some companion planting you could provide nearby to negate the cabbage moths / other from laying their eggs on the Hops?
