Yeah, it is an enzymatic process, and you want to add it at the start of fermentation. As far as your d-rest, not all beers are in desperate need of it, depending on fermenation conditions it may have taken care of it by itself.

The haze you're seeing likely isn't due to chill haze if you haven't... chilled it.
