I understand the percentages of malt and such, but what would I be shooting for as far as OG/FG, IBUs etc?

Just purchased some red wheat malt and
compared to the white wheat malt the red wheat kernels appear to be a bit smaller in size.

You shouldn't compare kernels. You'll just be disappointed in the end.
