I am going to be helping my brother brew his second beet soon and he chose the Irish Blonde kit from Northern Brewer. My question is what dry yeast to have him use.

I haven't used Nottingham or Windsor since my very first batches years ago. To me S-04 tastes like it had poor fermentation control even when it did.

He won't have temp control and doesn't have the capability to make a starter so liquid is out of the question.

So what do you think?

Or you go with no start for a vial, use the WLP Irish Ale yeast. I will work, starters are just helpers.

If you are using dry yeast I would use Danstar Nottingham or Fermentis S-04 for that one. those yeasts will give you at least a bit of character instead of the straight American Ale yeast US-05.
