stuck and repitching

I have a Belgian golden strong that is stuck at 1.026 and I am trying to get it down to 1.007. I am going to get more 1388 and make a 1 liter starter. I know I'm supposed to repitch at high kreusen, but when you have a starter in a flask on a stir plate how do you tell when that is? I have always used anti-foam in my starters and have never even seen so much as one bubble on top. If I leave out the anti foam will a kreusen form?

i use anti foam in my starters and always get a bit of foam on top. otherwise you should be able to see the co2 bubbles rising up the side of the flask .
