To Pitch or Not to Pitch

So i made a starter of WLP820 Oktoberfest lager yeast two days ago. I didn't see any action until this morning and since this was the only day i had open to brew, i brewed. Came back and looked at the starter and it was still going but it looked different. Plenty of action but no krausen and it kinda looked like champagne in a glass.

I know now that the yeast is a slow starter but the no krausen is iffy for me. Guess i'm just looking for a definite "dump it" or "RDWHAHB." Any thoughts?
