Stir plate problem

I built a stir plate and got a 1 1/2 bar. The stir plate throws the bar at medium to high speed will my starter work if it only spins fast enough to keep the starter moving but no vortex?

You don't need a vortex, just enough motion that you get turnover in the flask. A slight depression in the middle should be fine.
