Yet another starter step up question?

I'm steping up a starter and have a limited size vessel. I pitched an 85% viable wyeast pack (2001) into a 1 L starter. This gives me around 139 Billion cells. I then pitched this into 1.3 L starter which should give me somewhere around 300 Billion cells.

My question is can I decant, add another L of starter and expect to gain 130 Billion cells to get closer to my disired goal of 410 billion cells, or am I better off trying to divide my current slurry into 3rds and adding 1/3 of the slurry to another L of starter?

I would rather do the first option as it requires less transfering of yeast but will adding more than 100 Billion cells of yeast to 1 L of wort negatively affect the yeast propogation?
