I'd say most small to medium sized craft breweries don't measure their oxygenation levels, in GOJP (Gayness of JP) units or otherwise. They just eyeball it through a sight glass and they know where to set their pressure on the tank.
marnold, what oxygen setup are you using? Maybe some other brewers who use that setup can help get you in the range for your first time.
