They may end up sinking, not sure. However, even if they do not, I would not bother pulling them out. Next time you dry hop just add more marbles so that it does.
It is not a matter of it will or won't work if not at the bottom of the carboy. The only reason you want them at the bottom is so that all of the hops are in contact with the beer, it is more efficient then them floating.
