I go by weight... 1 gram to every 10 mls.... gets you right around 1.035-1.040 depending on evap.

I haven't made a starter in a while until tonight though, and it seemed like a lot of DME for just a 1500 ml starter...It is more than you would think. So, you might have a really low grav. starter with that. It depends on how compacted the DME was in the measuring cup and whatnot.
