Two things to consider:
Shipping
Product facing

The smaller unit size allows your LHBS to offer more variety on the strains that they have on hand.

The cost could be considerably less. Much of the cost of a product is in it's packaging. For example, I can buy a 2 oz. bottle of PBW for $2.50. That's $1.25 an oz. I can also buy a 4 lb bottle for $19.75. That's about 31 cents per oz. Though maybe not as dramatic, the same should hold true for yeast.



It's not the packaging so much as entry price. There's a certian business cost associated with delivering a product in any size, and as you increase the volume, overall costs go down.

ie, buying in bulk costs less per unit.

Making a "truly" pitchable yeast contradicts their claims that their current packaging IS truly pitchable, therefore you will not see this sort of thing happen (unless they market it as a 10gal pitchable amount at least).
