Maybe its only me, but Justin is the only person I have heard about giving $2 bills to strippers and after reading this article on buzzfeed, I assume the picture of this girls tips were from after Justin paid a visit.

I believe that they only give you $2 bills if you get change there and your supposed to throw at least $2 at the strippers even if you have singles.
