This is from the jail website:

Mail must be sent using the following guidelines:

All inmate mail must be sent through the U.S. Postal Service.
All incoming and outgoing mail is searched.
Do not send cash through the mail.
Inmates are not allowed to receive any type of consumable items from outside the jail facility—this includes food and beverages.
Inmates are not allowed to receive any contraband items or pornographic materials.


Examples of contraband items include:

Letters or pictures written in crayon or gel pens.
Stickers, glitter, glue.
Gang graffiti or symbols that could be considered gang graffiti.
Lewd or lascivious pictures.
Pictures depicting gang signs.


Sounds like brewing magazines might be allowed?

my co jail only allows books/mags/papeps from the publisher /bookstore... so i never got my BYO's to read. :(

People probably lace the gel with drugs or something and they don't want people licking letters to catch a high.

Just a guess... Could be that gel pens can be used to hide secret messages too... I dunno.
